Starter Deck FFA - Balancing/Improvement

So I am working on 5 30-card decks for the purpose of teaching Magic to new players, two of which can then be combined to provide a free 60-card starter deck for the new player.

I've got some viable decklists I think, but balancing them against each other is proving quite time and effort intensive. And that's before considering I might lose my mind playing against myself constantly.

I'd appreciate suggestions, both for balancing and for generally improving them, but the catch is they need to remain uber-cheap. Like right around $3 each (according to TappedOut's displayed value, not necessarily actual value).

Doesn't Wizards already have 30 card starter decks available for free for players who are just starting out? At least my LGS hands them out to new players all the time.

The advice I would give is to have a single bulk rare that represents the color well in the deck. It is goo to have a deck where you are working towards something. An iconic creature is the easy way to do it:

Glyph Keeper
Emeria Shepherd
Bloodgift Demon
Ancient Hellkite
Hydra Broodmaster

Additionally, include cards that show the diversity of magic without really being too complex - lands with non-mana abilities, artifact/ encantment that triggers every upkeep and another that triggers every end step.

Or have additional 10 cards for each color to modify the decks. Something like 5 cards for a more controlling deck and 5 for a more aggresive deck. That can show off how cool deck building can be and gives more replayability to the decks. And/or 10 2 color bombs to incentivize 60 card deck building.

You need be able to stand out from welcome decks that are already available.
