Can I Build a Deck With These?

Okay so a few days ago I got my hands on the Kaladesh Planeswalker decks of Nissa and Chandra.
And I was wondering, would it be possible, to get rid of the rest(vehicle/energy), and then build a new deck around the Nissa and Chandra related cards in the decks?
I would still like to make a deck featuring both Chandra and Nissa, but it doesn't have to be these two, which cards for the two of them are the best? The best that's not super expensive.

Quick update. I did a bit of research on what Chandra and Nissa cards are actually good and managed to get my hands on these.

The decks an intentionally made to not be competitive. The planeswalkers and their related cards just aren't that great to build around.
Chandra, Pyrogenius, for instance, is 6 mana to deal 2 damage to each opponent on the turn she is laid down. That is laughably bad.
I personally would not make a deck around them. If you are looking for a budget deck go to a prerelease. Maybe you can get your hands on some new cards that you can build around.
