Teferi's Ultimatum
Legendary Enchantment. Cumulative upkeep:
Skip your untap step.
Draw a card: counter target spell. This ability has split second. (While this ability is on the stack, players can't cast spells or activate abilities unless thety're mana abilities)

It's like an Omniscience and a Stasis mixed together, but with a heavier cost. Not sure how I feel about it, It might be really good.

Interesting design for sure, but very broken, both in terms of mechanics and balance.

What happens if you have a miracle card on top? Because of this, I would make drawing a card part of the effect, rather than the cost, especially with a split second ability.

Why even try to balance a card with cumulative upkeep when Eon Hub exists? That makes the whole card unremovable.

That said, I am interested to hear what your inspiration/goal for this design is, so that we the community can help fix it.

I wanted to make a card where "draw a card" was the cost for an activated ability, and it felt like it should definitely be blue and oppressive.

Yeah, the card is clearly broken by either already having infinite blue mana when you cast it or having something like Eon Hub to allow you skip the upkeep clause that limits its time on the battlefield.
But I think it is at least interesting, because otherwise, it really just means your opponents won't play any spells except for Krosan Grip, so most likely you won't draw any additional cards. You'll either die to what your opponent(s) have on the battlefield already, sacrifice this permanent several turns later after you run out of blue mana, or win the game.
The goal with the split second clause was to make it so that you couldn't draw 50 cards by countering a single spell 50 times with the ability.

Ah, I gotcha. I have an idea... What about another design based on that ability cost where the downside is that of Call the Bloodline. As for what the effect could be, I dont know. Something that has to do with opponents stuff without generating card advantage or disadvantage, I guess...


Draw a card: ???... Activate this ability only one each turn.

Hmmmm... better, but the 2 life seems a bit weird in blue. What about ", Discard a card:" instead?

I think it is pretty close to balanced, but still maintaining the oppressive feel.
