Sylvan Primordial in tournament decks?

Occassionally when I browse MTGTop8 there's a commander deck that runs Sylvan Primordial, such as Duel Commander 2015. Is it legal or is it banned? I don't understand why I keep seeing it in certain decks

Sylvan Primordial is legal in Duel Commander, which is a modified Commander rule set commonly used for 1v1 tournaments. Also called "French EDH," it places less emphasis on early game explosive plays (note the distinct lack of cards like Sol Ring and Mana Crypt, which are banned in Duel Commander) and tries to balance the game so it doesn't always favor the better opener.

Sylvan Primordial isn't on the Duel Commander banlist: here

He's on the EDH Commander banlist (more typically used for multiplayer/casual games): here
