The biggest issue I see is that Norin can never do combat damage. Thus, against a life gain deck, if they can out gain your burn, you forfeit the win con of 21 combat damage from any one commander. I would say he is a terrible commander, because I run a life gain EDH deck. I mean, Purity and/or something like Palace Guard + Spirit Mantle with protection from burn leaves you pretty stumped. Though if you really just love him, I say find a way to make it work.<3 Maybe throw in Hellkite Tyrant + Mycosynth Lattice as an additional win con. Something that bypasses the counters to your win con.
