Yarok and Graft

If I have Yarok, the Desecrated and/or Panharmonicon on the field and play a creature with Graft, i.e. Plaxcaster Frogling will the graft ability trigger twice?

I know I'll be able to move 2 counters off frogling when I play a different creature but I'm wondering if I can get away with paying 3 to get a 6/6.

Unfortunately, your Plaxcaster Frogling will only be a 3/3.

Graft represents both a static ability and a triggered ability. Placing the counters on a creature with graft (the first part of graft) is a static ability. Therefore cards like Yarok, the Desecrated and Panharmonicon will not cause it to enter with more counters.

702.57a Graft represents both a static ability and a triggered ability. “Graft N” means “This permanent enters the battlefield with N +1/+1 counters on it” and “Whenever another creature enters the battlefield, if this permanent has a +1/+1 counter on it, you may move a +1/+1 counter from this permanent onto that creature.”
