What's the EDH color identity of devoid cards?

Let's say Jalira, Master Polymorphist is the commander. Would a card like Brood Monitor be allowed in? Devoid clearly states that the card in question has no color, but the Monitor has the in the mana cost. Jalira would be able to pull it out for free if it's the first nonlegendary creature it finds, so providing the mana wouldn't be a problem.

You would not be able to. I don't know the exact ruling but while yes it technically is colorless due to Devoid, you wouldn't be able to put cards outside of your commanders color identity in the deck.

A card's colour and its colour identity are two different things.

A card's colour is determined by the colours of mana symbols in its casting cost, plus any other modifiers (such as devoid). So for example, Bant Battlemage is a white card.

A card's colour identity is determined by the colour of ALL of the mana symbols on the card (though ignoring any reminder text - see Crypt Ghast) as well as things like basic land types. So for Bant Battlemage, its colour identity is W/U/G.

In this example, Brood Monitor is a colourless card for the purposes of something like Iona, Shield of Emeria however its colour identity is still green.
