What Kind of Ability is a Cost Reduction?

What kind of ability is the Eminence abilty on The Ur-Dragon or the text on Rooftop Storm, or Baral, Chief of Compliance?

I believe they should be static abilities, but is there a special sub-set or something they could be described as?

There are rules that pertain specifically to the effects of reducing cost, but the abilities themselves would just be categorized as Static abilities, yes.

117.7 and its subsections cover cost reduction, and 601.2f covers how cost reduction interacts with other cost reduction or cost increasing effects.

Although Rooftop Storm's ability isn't a cost reduction; it's an alternative cost.
