What is the P/T of cards like Lord of Extinction in, say, the graveyard?

I wanted to confirm this because no majority in my playgroup can decide; with / creatures like Lord of Extinction , what is their P/T in zones like the hand or graveyard? Is it 0/0 as the effect does not apply, or does the effect apply to alter the P/T?
Now I know cards with 0/0 and an effect like "This gets +1/+1 for this and that" only work on the battlefield, but I was under the impression / worked as an ever-present variable across all zones.
It's an important question as I have several cards like Consuming Aberration and Mortivore in with a Commander deck led by The Mimeoplasm ; I want to know if I use such cards for the +1/+1 counters, will I get 0 counters, or LOTS of counters.

Cards that are a / for P/T such as your Lord of Extinction maintain their P/T levels in ALL fields. If there are 15 cards in all graveyards when the Lord in in your hand it is a 15/15 and if he were in your grave (with ther other 15 cards) his ability checks and see him at a 16/16. From the comprehensive rules:
208.2. Rather than a fixed number, some creature cards have power and/or toughness that includes a star (*).208.2a The card may have a characteristic-defining ability that sets its power and/or toughness according to some stated condition. (See rule 604.3.) Such an ability is worded "[This creature's] [power or toughness] is equal to ..." or "[This creature's] power and toughness are each equal to ..." This ability functions everywhere, even outside the game. If the ability needs to use a number that can't be determined, including inside a calculation, use 0 instead of that number.
Basically where ever the card is at whether it be deck, hand, or grave it will always check and know what its power/toughness values are
