I was just wondering this because I wanted to know if I could inquisition of kozilek something like a mistcutter hydra.
The converted mana cost of a spell with an X in its cost has to do with in which zone the card is.
On the stack, Mistcutter Hydra has a CMC of X+1, where X is whatever you paid for X.
Everywhere else, it has a CMC of 1.
So indeed you can Inquisition of Kozilek and Smother Mistcutter Hydra, but with X>2 it won't trigger Eidolon of the Great Revel.
