what can Redirect target?

can Redirect "target" Inquisition of Kozilek or Swords to Plowshares? That is, to ask, will it let me change the target to the opponent and let me choose a card, in the case of Inquisition of Kozilek and choose one of my opponents creature's in the case of Swords to Plowshares? I know it won't work on Condemn. This is with regards to the tiny leaders format and I was thinking about what removal and discards spells this could be used against. Thank you!

Redirect can target any of those three spells, including Condemn.

If you Redirect Inquisition of Kozilek, you change who is targeted, but note that you don't gain control of the spell. So you can make the caster of the Inquisition be the target of it, and they'll reveal their own hand, but then they will choose a card from it force themselves to discard.

You can certainly choose one of your opponent's creatures with a Redirected Swords to Plowshares.

Condemn can be redirected just fine, albeit only to another attacking creature. So if you're swinging with a 10/10 and a 2/2 and they Condemn the 10/10, you can certainly redirect that Condemn to target the 2/2.

Basically, if a spell says "target" in it (including Auras, since the Enchant keyword implicitly causes the Aura spell to target while it is on the stack), you can redirect it to another target which meets the spell's targeting requirements. All that changes is the target (not, for example, who makes other choices about the spell, as in the case of the Inquisiton).
