The Ur-Dragon

Does The Ur-Dragon get its cost lowered in the commander zone by itself? Not sure if it gets cast as an 8 mana card or 9. Kind of new to MTG so not sure how it works out.

The Ur-Dragon does not lower it's own cost. The simple reason why is that it says "other dragon spells" on it purposefully excluding itself. The massive rules nerd reason is that when the time comes to determine the cost of the spell The Ur-Dragon is not on the battlefield or in the command zone; it is on the stack.

This applies to things besides The Ur-Dragon's casting discount, as well. A simple example:

Kaysa says "Green creatures you control get +1/+1"

Boartusk Liege says "Other green creatures you control get +1/+1"

This is almost the same effect, except for the word "other." Kaysa's ability will give itself +1/+1. Boartusk Liege's will not.
