If a Commander would be put into a graveyard or exile from anywhere, its owner may choose to move it to the command zone instead.

Commanders will move to the library or hand as normal; only transitions to Exile or the Graveyard may be replaced

If a card is put into the exile zone face down from anywhere, and a player is allowed to look at that card in exile, the player must immediately do so. If it's a commander owned by another player, the player that looked at it turns it face up and puts it into the command zone.

This is from the commander rules website. Since only going to the graveyard or exile will make a commander go to the command zone, exchanging control will not. I suppose this does make stealing their commander pretty powerful.

The replacement effect that would put a commander back into the command zone can only be applied if a commander would be put into a graveyard or exile. If control of a commander changes, that card is still on the battlefield and it can't be sent to the command zone at that time.

Empress Galina is not an OP commander. Zur the Enchanter and Arcum Dagsson are OP commanders.

So, if you take control of someone's commander with, say, Traitorous Blood and then use Cloudshift on it, they can choose to have it go to their command zone instead of exile?

Yes. Any time a commander would be sent to exile or its owner's graveyard, its owner may choose to send it to the command zone instead.

What if I use a Amoeboid Changeling and a Sliver Overlord?

@TPBlaster: Please ask new questions in new threads instead of in old ones. Also, please link all cards in your question.

Taking control of someone's commander when their entire decks depends on them having it can be a devastating blow, but most people build their decks to be resilient to commander hate. Doing it at the right time, or taking control of a commander that can improve your own board state, can be a really good strategy though.

I know this was bumped, but so it's clear while it's near the top, the rules for Commander have changed to also allow you to move your Commander to the Command zone if it would go to the hand or library.
