Strive and less cost

Will the effects of Battlefield Thaumaturge be placed on the strive ability of something like Hour of Need ? Making it cost an island for casting the spells and an island for each creature it targets. (If it targets say 3 creatures with the strive ability)?
Hour of Need costs 2U+1U+1U for a total of 4UUU, to target 3 creatures. First we figure that out (the total cost), then apply the reduction from Battlefield Thaumaturge . 3 targets and we get 1 less for each, it's 4UUU-3= 1UUU for total cost.
So basically, you're paying 1U for the initial cost and U for each additional target, with the reduction. So, no, because you say just U for casting the spell. You can't reduce the cast then the additional cost separately, they must be totaled together and then reductions applied.
601.2e The player determines the total cost of the spell. Usually this is just the mana cost. Some spells have additional or alternative costs. Some effects may increase or reduce the cost to pay, or may provide other alternative costs. Costs may include paying mana, tapping permanents, sacrificing permanents, discarding cards, and so on. The total cost is the mana cost or alternative cost (as determined in rule 601.2b), plus all additional costs and cost increases, and minus all cost reductions. If the mana component of the total cost is reduced to nothing by cost reduction effects, it is considered to be 0. It cant be reduced to less than 0. Once the total cost is determined, any effects that directly affect the total cost are applied. Then the resulting total cost becomes "locked in." If effects would change the total cost after this time, they have no effect.

Yes, however, it will cost a blue mana for each additional target after the first, and 1U (one mana plus one blue) for the first target. He most likely exists specifically for this use, in fact, considering Battlefield Thaumaturge is from the same set to feature Strive.
You say "an Island " but blue mana could potentially come from sources other than islands; it could come from non-island lands like City of Brass or an artifact like Sky Diamond or all sorts of other things. I just wanted to make sure you were aware of this.
