rooftop storm "free?"

ok the way i have been palying it (learned at friday night magic) is that once i play it i can cast all my zombies for no mana but i friend resently brought up that since it shows the colorless 0 thing that it only reduces that to 0 like a Phage the Untouchable would still cost 4 black mana

What about zombies like Skaab Goliath who have "as part of the casting cost do blah"? Will it bypass that too?

No, it only replaces the mana cost of the spell. Additional costs still have to be paid. This is described in one of the "Rulings" notes for the Gatherer entry for Rooftop Storm.

Just clearing that up for others heard two different judges say opposite things and thought that it should be plainly stated

You were playing it correctly to begin with. Rooftop Storm isn't a cost-reducing effect, like Undead Warchief . It gives an alternative cost to your zombie spells. Instead of paying the normal mana cost of a zombie spell when you cast it, you're allowed to pay 0 instead. Note that it only replaces the mana cost of the spell, so any effects that increase the total cost (like card:Feroz's Ban, etc.) will still apply to the final casting cost.
