Question about the stack

Okay, so when my opponent casts a spell, can I respond to it with a spell or ability that has no connection with what they cast?? Example: They cast Lightning Bolt on myself, can I respond with Ancestral Recall ??

And if so, after my spell resolves and I draw three, if I happened to draw a counter spell for Lightning Bolt (Dispel for example), can I then counter the bolt bc it hasn't resolved yet?

Yes you may. Beyond normal timing restrictions (you can't cast a sorcery on your opponent's turn, for example), you can do whatever you want while you have priority. There is no inherent rule that says what you cast/activate must be related to anything else on the stack.

Yes and Yes.

Nothing on the stack resolves until priority has been passed by everybody in succession.

So when they cast Lightning Bolt and pass priority, you can cast Ancestral Recall . Then after Recall resolves, there's still a need for a pass of priority for Lightning Bolt to resolve. You can play spells including a Counterspell you just drew from Ancestral.
