question about Mycosynth Lattice

Can Mycosynth Lattices effect affect your graveyard?
scenario
-
I have a Goblin Welder in the battlefield and Holy Strength and a Mycosynth Lattice and a Shielded by Faith
-
I used Goblin Welders ability and simultaneously sacrificed Holy Strength and returned Shielded by Faith to the battlefield enchanting Goblin Welder
-
Can i target an enchantment in my graveyard since the effect Mycosynth Lattice's ability states that "All permanents are artifacts in addition to their other types. All cards that aren't on the battlefield, spells, and permanents are colorless since, it does not specify the plane in which the card is {graveyard, battlefield, library}?

Permanents are cards and tokens on the battlefield. Cards in any other zone are not permanents. Mycosynth Lattice does not give the artifact typing to cards in other zones.
