Question about board wipes and exiled cards O.o

Ok, so say I have Liliana Vess out or something, and being the jerk my friend is he O-rings her. So she's exiled and off the battlefield.

Now, I decide to be a jerk and play All is Dust and wipe the field of all colored permanents, meaning O-ring is now destroyed. So, would my All is Dust Effect persist and kill Liliana when she enters the battlefield??? Or would she be safe? Is this like a stack ability Where All is Dust is first, then Liliana is cast on top of it?

Another thing, since All is Dust states: "Each player sacrifices all colored permanents he or she controls." Does that mean that even though Liliana is exiled she is still under my control?? Or how does that work?

Also, more about exiled cards, one can't target exiled cards right?

Since Liliana VessMTG Card: Liliana Vess is not on the field at the time you play All Is DustMTG Card: All Is Dust, she is not sacrificed due to the fact of not being in play (and by that measure, not a permanent). Once Oblivion RingMTG Card: Oblivion Ring leaves the field (after All Is DustMTG Card: All Is Dust resolves), it's second ability triggers. This brings your Liliana VessMTG Card: Liliana Vess back into play as if you had just cast her that turn (but you did not cast, she is just simply put back into play. This way, she cannot be countered). So she would have her 5 loyalty counters and you could use one of her abilities that turn.

Normally, one cannot target an exiled card. You can only do so if you are told to specifically target an exiled card, such as with Runic RepetitionMTG Card: Runic Repetition.
