Ilharg, the Raze-Boar + Pramikon, Sky Rampart Interaction question.

I have Pramikon, Sky Rampart out on the field choosing counterclockwise as my direction. Ilharg, the Raze-Boar attacks in the correct direction but then cheats out another creature attacking me which was out of direction. What is the correct interaction between these two cards

That is the correct interaction.

Pramikon, Sky Rampart puts a restriction on the declaration of attackers. Creatures that are put on the battlefield tapped and attacking are never declared as attackers. So unless a restriction was put on who the creature is attacking (as on Kaalia of the Vast) they are allowed to be put in attacking any player.

508.4. If a creature is put onto the battlefield attacking, its controller chooses which defending player or which planeswalker a defending player controls it’s attacking as it enters the battlefield (unless the effect that put it onto the battlefield specifies what it’s attacking). Similarly, if an effect states that a creature is attacking, its controller chooses which defending player or which planeswalker a defending player controls it’s attacking it becomes attacking (unless the effect has already specified). Such creatures are “attacking” but, for the purposes of trigger events and effects, they never “attacked.”

508.4c A creature that’s put onto the battlefield attacking or that is stated to be attacking isn’t affected by requirements or restrictions that apply to the declaration of attackers.
