Niv Mizzet, + Curiousity-esque, and Removal

Niv-Mizzet, the Firemind

is on the field, say that my opponent uses some form of removal that doesnt have a split second clause, so a bounce, kill, etc. For WHATEVER reason, I either have flash, or Ophidian Eye , or Curiosity or Tandem Lookout and I play it on him in response. Can I tap him, before their spell will resolve and get the card draw loop? (assuming he has haste, and/or has been there at least one turn)

Yes, while their spell is on the stack, you have priority to play abilities or cast spells which are instants or have flash.

You could flash in Ophidian Eye and start up the loop, all while their spell is still on the stack.

Whenever someone puts a spell/ability on the stack, everyone is allowed to make responses before it starts resolving (unless there's something unusual going on, like the Split Second you mention). The response might cause other spells/abilities to be put onto the stack (either triggers or other responses), and these will all end up resolving before the initial spell/ability can start resolving.

So in your example you respond to your opponent's removal by activating Niv Mizzet. He triggers himself and deals 1 damage. The damage triggers one of the other effects you mention and the loop gets started. It will continue until someone loses or someone interrupts it.
