Nicol Bolas, Dragon-God interaction

Let's suppose I have Nicol Bolas, Dragon-God with 26 loyalty counters on him. Then, I have Jace, the Mind Sculptor and Karn Liberated. Could I use Nicol Bolas, Dragon-God's ultimate ability copied from Jace, then use his ultimate ability copied from Karn to restart the game, then begin it with all non-Aura permanent cards from a player's library exiled this way?
I'm only asking because I played this in Forge against AI and it didn't work, but I wondered if that was due to the programming.

Unfortunately no, that won't work. Karn Liberated's abilities work by way of a concept called "linked abilities". One interesting thing about linked abilities is that if another object gains them, they just stay linked to each other and won't link to any other abilities on that object. In your example that means the only non-Aura permanents you could get would be from among cards Nicol Bolas had exiled using the +4 or -3 abilities it got from Karn.
Here are some of the relevant detailed rules from the Comprehensive Rules document :
607.1. An object may have two abilities printed on it such that one of them causes actions to be taken or objects or players to be affected and the other one directly refers to those actions, objects, or players. If so, these two abilities are linked: the second refers only to actions that were taken or objects or players that were affected by the first, and not by any other ability.
607.2a If an object has an activated or triggered ability printed on it that instructs a player to exile one or more cards and an ability printed on it that refers either to “the exiled cards” or to cards “exiled with [this object],” these abilities are linked. The second ability refers only to cards in the exile zone that were put there as a result of an instruction to exile them in the first ability.
607.5. If an object acquires a pair of linked abilities as part of the same effect, the abilities will be similarly linked to one another on that object even though they weren’t printed on that object. They can’t be linked to any other ability, regardless of what other abilities the object may currently have or may have had in the past.

No. Karn Liberated's abilities are link abilities. You'll only get permanent cards exile by Nicol Bolas, Dragon-God using either Karn's +4 or -3, not any other ability.
