Miracles and Tamiyo Emblem

If I have Tamiyo, the Moon Sage emblem, then I draw Temporal Mastery. Can I cast it multiple times using the miracle cost?
Dang I didn't see the exile part, but what about other miracles?

No, you cannot. Miracle says you may cast it for it's miracle cost if it is the first card drawn that turn.
If you "return it to your hand" you are not drawing it. therefore you cannot play it for a miracle cost.

First, you aren't drawing the cards, you're returning them to your hand. Miracle won't trigger. It specifically says you can pay the miracle cost to cast it "as you draw it".
Second, even if you were drawing the card using Tamiyo's emblem, it would be at least the second card drawn that turn (your first draw already activated miracle). Thus, miracle won't trigger because it specifies that it has to be the first card drawn that turn.

To further clarify, once it's been cast and returned to your hand, it isn't the same spell as the one you cast before for it's miracle cost. So, even though it has the same name, and even is the same card, as the one you drew first that turn, it's a different spell, and the Miracle trigger only allows you to cast that specific spell.
This is similar to a question: if you have three thunderous wraths in your hand, and draw one for your turn, can you cast all four for RRRR? No, since the other three in your hand are separate objects from the one the Miracle trigger allowed you to cast. Similarly, the card that is returned to your hand from Tamiyo's Emblem is a separate object from the one that was referred to in the Miracle trigger.

If you use Noxious Revival to put Thunderous Wrath on top of your library, draw it as the first card, then you may cast it's Miracle casting cost.

I do not believe so. Miracle can only be used if its the first card you draw. Also it says to exile it.
