Ixalan's Binding vs double cards.

My opponent casts Cloudform

I cast Ixalan's Binding on the manifested card. Dusk / Dawn ends up exiled.

Can my opponent Aftermath Dawns in the graveyard? Or does Binding block both Dusk and Dawn?

So Cloudform gives the manifested card hexproof, which means you won't be able to target it with Ixalan's Binding. You can exile the Cloudform aura, which will exile the cloudform and put the Dusk / Dawn in the graveyard. As far as I know there is no point where you can target the manifested card by Cloudform...
Now suppose you can target the manifested creature, because it's made with Soul Summons or so. Ixalan's Binding will exile the card. Dusk / Dawn needs to be in the graveyard to cast 'aftermath' costs, which it isn't, and your opponent won't be able to cast either Dusk or Dawn.

It is important to remember here that Ixalan's Binding puts a card in exile. Meaning it isn't in the graveyard or on the battlefield.

Blo why would exiling Cloudform put Dusk / Dawn into the graveyard? Nothing about removing the aura destroys the creature. Assuming that Cloudform has been removed and Dusk / Dawn gets exiled as it's a normal manifested card at this point, the rest of Blo's answer is correct, Neither Dusk nor Dawn can be cast from any zone.

@Blo: There's an option to edit, but the window is only about 5 minutes or so unless you go ask an admin to do it (probably not worth going out of your way for this case). It's also possible that the feature is only available to upgraded/supporter users but I can't remember for sure.

I mean can they cast a different copy of Dawn in the graveyard. Basically they have a Dusk Dawn in the graveyard and they manifest one off the top.

@chosenone124: Ixalan's Binding prevents:"Your opponents can't cast spells with the same name as the exiled card".
The rules from split cards say: "Each split card has two names. If an effect instructs you to choose a card name, you may choose one, but not both." (I can see how you got confused)
The exiled card however is Dusk / Dawn, so you can't cast Dusk or Dawn. The split card rule is for cards such as Nevermore which cause you to explicitly name a card name.

So no, they can't cast any part of Dusk / Dawn if it's exiled by Ixalan's Binding

No, they can't. It's covered by the following rule for comparing names:

201.2b If an object has more than one name, it has the same name as another object if there are one or more names that both objects have in common.

If Ixalan's Binding is exiling Dusk / Dawn then your opponents can't cast spells named "Dusk", "Dawn", or "Dusk///Dawn" (that last one isn't currently possible, but you get the idea).
