Is Tinker banned in Modern?

I've known that Tinker is banned in Legacy but looking through several Modern banned lists I don't seem to see it.
If this is the case, why would it be banned for one and not the other? It seems like the broken combos for it are just as prevalent in Modern as they are in Legacy.

It's technically not banned. It's just not legal. Modern includes all cards printed in sets from the original Mirrodin set to the present sets, not including the special sets like C13 or Planechase. Tinker was first printed in Urza's Legacy, which was printed before Mirrodin. The last time it was printed was in From the Vault: Exiled, which is also not Modern legal.
So it's not that it's banned. It just hasn't been printed in a Modern-legal set before.

Its like Black Lotus and all of the other Power 9 cards, they are neither banned or not banned, they are just not legal

So jsut to make sure... banned or "just not legal" leads to the same result. It can not be used on modern tournaments right?

It cannot be used in modern tournaments, because it is possibly one of the top 3 most powerful cards in magic.
I Tinker my Ancient Den into a Blightsteel Colossus without any other card interaction, you lose. Zzzzzz

Both not legal and banned cannot be used in tournaments, to clarify. Tinker is out of bounds for Modern's time cut off date.

In fact....I think that makes tinker banned in every format except Pauper. Oh wait, it's banned in pauper. Mmmmmm, Archenemy? I think that's it, as Planechase has to follow legacy rules (Or EDH in some places).

Tinker isn't banned because it has never been printed in a Modern legal set. Urza's Legacy is too old to qualify, and the From the Vault reprint is only legal where the original is.
