Is this viable?

I was toying with the idea of making a heavy burn deck based on Infernal Plungeing a 1 CMC red creature to cast out a turn 2 Otherworld Atlas, effectively giing you a hand refill for the rest of the game.
Do you guys think this is viable? If so, can you give suggestions as to what to add/ look for in a card to do this?

Sorry, but this is not viable. You need to realize that is 3-for-one-ing yourself. They have taken no damage and lost no spells from this, while you have used up 3 spells, and in the end it benefits both players just as much, except once again you had to cast all the spells to make it happen. It also makes the rest of the deck very mediocre, because you would need to do a playset of each of the cards nessessary to make this happen. That is 12 of the cards in your deck out of 60.

It can still be viable with cards to complement those, and ways to return cards to your library (off the top of my head, Elixir of Immortality and Psychic Spiral) but it is going to be difficult to run.

I'm sorry, I'm not trying to bash anyone, but do you realize it takes a turn per tap of Otherworld Atlas? To get it up to a decent amount of counters it will take 3-4 turns where you won't be drawing extra cards and be starting that turn three with at most 3 cards in hand that may possibly just be more junk for that combo. Aggro decks will absolutely stomp you and control will have plenty of time to build up answers for everything you do for the rest of the game. Even if you do get it going the aggro players wont run out of gas because you're handing it to them, and I've already said what the control decks get. If you were trying to do mill with this, I don't think you realize how slow of mill that is. Nephalia Drownyard is faster, and that is saying something. I'm all for redefining play and doing something really original(in fact thats what I'm known for at my card shop), but you need to think this through.

I tried to make it, this is my first draft. Its kind of meh, and i havent playtested versus any decks yet so I have no idea how it works. is-it-just-me-or-are-our-hands-huge

That can certainly work, assuming your opponent doesn't destroy the Otherworld Atlas at some stage. A good idea would be to try to get it to four counters or more, then use it every turn. Both players will start discarding cards like crazy, but you just run a couple of Elixir of Immortality to put your graveyard back in your library. If you aren't going standard, Doubling Season will make Otherworld Atlas gain double counters per turn.
