If you Fling a Thing in the Ice  Flip with one ice counter on it, does the Fling do 0 damage or 7?

Fling requires you to sacrifice a creature as part of the casting cost, and Thing in the Ice  Flip has a trigger that can change its power in response to an instant or sorcery being cast. If I cast Fling on a Thing in the Ice  Flip with only one ice counter left on it, will the thing flip before fling checks the power of the creature that was sacrificed? And does it work the same way with a prowess creature?

No. Fling requires a sacrifice as part of the casting process, so the creature's last known information will be used to determine how much damage is to be dealt.

Also, the transform ability wouldn't affect the card if it isn't on the battlefield when it resolves.

It's the same with prowess creatures. I believe the abilities still trigger (someone correct me if I'm wrong), but they don't do anything when they resolve, because the creature is no longer on the battlefield. Fling uses the last known information about the creature, so what it's power was when you sacrificed it.

No, Neotrup, the prowess doesn't trigger because it's sacrificed before you actually cast the spell - this is because you can't cast a spell before paying ALL of its costs (in this case, these costs include the creature sacrifice). Similarly, since you don't cast Fling before sacrificing Thing in the Ice  Flip, it doesn't ever flip, and Fling will deal 0 damage (assuming no modifications to its P/T)

I think Vraska here is right. The process of casting a spell, the last 2 steps are

601.2h The player pays the total cost in any order. Partial payments are not allowed. Unpayable costs cant be paid. (this is when creature gets sacrificed).

Since sacrifice's definition is "put it in the graveyard" Thing is in the graveyard now.

601.2i Once the steps described in 601.2ah are completed, effects that modify the characteristics of the spell as its cast are applied, then the spell becomes cast. Any abilities that trigger when a spell is cast or put onto the stack trigger at this time. So now we can trigger Prowess abilities. Since Thing is in the graveyard, Prowess won't trigger
