How does damage Prevention work?

If my opponent play's a Fog and after that i cast a Flaring Pain. What if after that he would play another Fog ?
As far as i read it, Flaring Pain's Effect will always make damage happen, regardless if there was a fog before or after it. Is this correct?

Can't always overrules everything else.
As an example Archetype of Finality stops your opponents from having death touch, even if they equip a creature with Basilisk Collar they still can't have death touch.
So yes no matter how many fogs and no matter when they are played a successfully cast flaring pain will make damage happen.
