How does Crypt Ghast
affect dual lands?

If I tap a Godless Shrine for plains, does it still count as tapping a swamp since it is technically both?

You don't tap a land for plains, you tap for mana of a certain color. Since Godless Shrine is both a Swamp and a Plains, you can tap it for either white or black mana. Because it's a Swamp, when you tap it for either color, Crypt Ghast's ability will give you an extra black mana. Things like this are part of the reason the shock lands are so valuable.
