Hey, how does the card Glimmervoid Basin work?

Card Name:Glimmervoid BasinTypes:Plane MirrodinCard Text:Whenever a player casts an instant or sorcery spell with a single target, he or she copies that spell for each other spell, permanent, card not on the battlefield, and/or player the spell could target. Each copy targets a different one of them.Whenever you roll Chaos, choose target creature. Each player except that creature's controller creates a token that's a copy of that creature.
What counts as a : "other spell, permanent, card not on the battlefield" Is this all exiled, graveyard, and cards in your hand?

Yes, it's basically the official rules-text way of saying "copy it for everything else that could be a legal target and point the copies at those things". For example, casting Lightning Bolt will send copies at every creature and player, Pull from Eternity will send copies at every face-up card in exile, Disenchant will send copies at every artifact and enchantment on the battlefield, Disentomb will send copies at every creature card in that player's graveyard, etc.
