hexproof vs Icefall Regent

so a creature I control is the targeted by Icefall Regent on my opponents turn. On my attach Swiftfoot Boots to that creature. Do I get to untap it on my following turn?

Second question refers to the boots on instead attaching them to a creature that was controlled by Dragonlord Silumgar. The hexproof is given to the creature. My understanding is it just gives the creature I once controlled hexproof from my spells and abilities while it stays under control of my opponent.

Icefall Regent only targets while it is tapping. After that point giving a creature hexproof or shroud will not allow it to untap.

Hexproof prevents permanents from being targeted by their controller's opponents. If a creature is Mind Controlled and then gains hexproof it can not be targeted by its original controller.

Just another way of visualizing it; Hexproof prevents spells from "hitting" the target. So if you get hit by a spell, then attach a hexproof cloak, it won't do anything about the spell that you were just hit by.
