Hand Size conflict

If I'm using Reliquary Tower, and I play Recycle, the "no maximum hand size" takes priority, right?

If you play Reliquary Tower and then play Recycle your maximum handsize is 2. If you play Recycle and then play Reliquary Tower you have no maximum handsize. Thhe most recent effect trying to set your hand size takes precident, and then anything that modifies your hand size (like a Thought Nibbler) get's applied after that.
