Experience counters?

All the new commanders 2015 commanders can give you experience counters. I got a few questions.
Do you get them when the card is in Play and command zone?
Does the act of getting experience counters use the stack?
I'm assuming they are like emblems and can't be destroyed. Is that correct?

The commander must be in play for its abilities to trigger or take effect. Exceptions include Oloro, Ageless Ascetic.
yes and no. The act of getting an experience counter is part of the resolution of your commander's triggered ability, which, before resolution, uses the stack so they can be responded to and must resolve off the stack.
603.1. Triggered abilities have a trigger condition and an effect. They are written as [Trigger condition], [effect], and begin with the word when, whenever, or at. They can also be expressed as [When/Whenever/At] [trigger event], [effect].They're almost like emblems. They're much more like poison counters. Experience counters, like poison counters, are placed on a player and can't be removed or moved (Except by Leeches for poison counters but that's beside the point). They can only be indirectly added to by cards that have proliferate such as Inexorable Tide or by your commander's ability.

Something to note: All experience counters are identical so if you for some reason, gained control of an opponent's commander, if you met the condition for its triggered ability, you would continue to get experience counters and the ones you already have would count towards both abilites. So, if you had both Meren of Clan Nel Toth and Ezuri, Claw of Progress, both of their bottom abilities would count all your experience counters.

I'm assuming something like Stifle can stop a player from getting an experience counter from a single trigger?

Correct, however I don't think it would be very effective because it's rather easy to trigger the experience counter ability again.

question if I am playing another commander, say karador ghost chieftain, and I play meren does her ability still trigger experience counters.

Yes, it's a triggered ability just like any other and it resolves by giving you experience counters. The ability is not dependent on if she is your commander or not.

Unless a card says otherwise, it's effects only work on the battlefield.
No, but any ability that gives you them will. getting counters does not use the stack.
As counters, they can be removed by any thing that can remove nonspecific counters from a player.
