exile in response to a board wipe

if a player casts a board wipe like Wrath of God or Life's Finale , can i play Ghostly Flicker or Cloudshift to save my creatures from being destroyed and return them to the battlefield after the board wipe has resolved?

Nope, they return right after they are exiled with a "instaflicker" effect like Cloudshift , so they will still be there (or be there again, really) to get destroyed when the board wipe resolves.

however if you use an exile effect that brings ur cards back at the next end step and/or combat step, they will escape the wrath of god

No. For both Ghostly Flicker and Cloudshift , your creature(s) would be exiled and then immediately come back while the spell is resolving, so they'd still be on the battlefield when Wrath of God resolves. The main use for spells like Cloudshift is to dodge things that target your creature or get out of combat, they can't dodge board wipes.
