Does the converted mana cost change for effects?

If i have a card that reduces the cost of a card (i.e.Etherium Sculptor) and i have a card that allows me to pull a card with converted mana cost from the graveyard (i.e. Sun Titan) can i use the effect to bring back a card that would be higher if not for the Cost reduction card? (I have Sun Titan and 2 Stinkdrinker Daredevil out on the field. Could I bring back a Palisade Giant?)

Etherium Sculptor says cards that you play are reduced

Sun Titan puts cards on the battlefield of its own accord and has no preferance in that sense.

I hope someone who can explain this better gets to you

I can't cite specifics, but I believe 'Converted Mana Cost' is a static quantity. Effects that change the cost to cast wouldn't change the actual CMC of the card for effects that care about CMC, because the reduced cost is due to an effect and 'converted' refers to cost labeled/in other zones.

Mana cost is always the cost printed on the upper right hand of the card. If something reduces the cost to cast something it still doesn't reduce the converted mana cost of the actual card itself, just the amount you have to pay to cast it.

Converted mana cost is determined by the actual mana cost printed on the card. Effects which lower the actual cost you pay for a spell (such as Etherium Sculptor ) do not change a card's converted mana cost.

The only time the converted mana cost of something will EVER change is when the spell has X in it's cost and that spell is on the stack, with a value of X greater than zero.

If you have Stinkdrinker Daredevil , your Palisade Giant has a cmc of 6, but it can be cast for 4 mana. However, things that care about converted mana cost will only care about Palisade Giant if they also care about things pertaining to cmc 6, basically.

So no, you can't do the Sun Titan thing.

As all have said, a card's mana cost (and converted mana cost) is what's printed on the card. the Total Mana Cost (aka, Total Casting Cost), is another thing entirely: the sum of the CMC, plus any additional costs (see Chorus of the Conclave ), and also minus any reductions (your Stinkdrinker Daredevil or Goblin Electromancer ).
