Does shroud prevent counter spells?

For example, if Crystalline Sliver is on the battle field, can slivers played be affected by Counterspell ?

702.17a Shroud is a static ability. "Shroud" means "This permanent or player can't be the target of spells or abilities."
Shroud does not affect a card which is not a permanent on the battlefield. Therefore, it will not stop Counterspell from targeting or countering a Sliver spell.
You want Root Sliver or Vexing Shusher for that.
