Does Psychotic Fury fizzle on mono-colored creatures?

Please remember to link cards with double brackets, like so:
Psychotic Fury cannot target a mono-colored permanent as it has a targeting restriction limiting its use to "target multicolored creature".
One good way to explain this is to look at the different language in two very similar cards Red Elemental Blast and Pyroblast .
Red Elemental Blast reads "Destroy target blue permanent." This language limits the targeting to blue permanents. Pyroblast , on the other hand, reads "destroy target permanent if it is blue." Notice how the targeting requirement in Pyroblast is "target permanent"--this means any color permanent can be targeted; the spell only has an effect if that permanent is blue, but there's nothing in the rules that says your spells must be effective.
