Hexproof is a static ability, not an activated ability.

An activated ability is any ability with a cost, such as three mana or tap the creature. Hexproof is a static ability, because you don't activate it, it always is there. So, linvala will not stop hexproof creatures from having hexproof, though it would prevent cards like Cunning Sparkmage or Scalding Devil from working

Activated abilities are always written as "[cost] : [effect]", like the abilities on Prodigal Pyromancer , Shivan Dragon , Skirsdag High Priest , etc. Those are the only kinds of ability that Linvala, Keeper of Silence will stop.

No, because hexproof is a static ability, or an ability that creatures has all the time. Linvala stops axtivated abilities, like the classic example on Royal Assassin . However, if you are wondering if Linvalas ability can stop the activated ability on a creature with hexproof, then yes she does indeed, because Linvala doesn't target the creature, as her ability in itself is also static.
