Does Dromoka's Command use the stack for each mode?

For example, I have an Anafenza, Kin-Tree Spirit on the battlefield, and my opponent has a Deathmist Raptor. I cast a Dromoka's Command targeting my Anafenza, Kin-Tree Spirit with the last two abilities, "Put a +1/+1 counter on target creature," and "target creature you control fights target creature you don't control." I also have an Inspiring Call in my hand and enough mana to cast it.

My question is: am I able to resolve the +1/+1 counter ability, then cast and resolve Inspiring Call before my Anafenza, Kin-Tree Spirit fights the Deathmist Raptor? Or will both abilities from Dromoka's Command resolve before I am able to give Anafenza, Kin-Tree Spirit indestructible?

Short answer: No.

Long answer: Players can't do much of anything in the middle of spells or abilities resolving, let alone actually casting more spells. Once you've started resolving the Command (by giving something a counter), it has to fully resolve before further actions can be taken.
