Does blinking untap a tapped creature?

Its all in the title. Does blinking a tapped creature untap it? I've read that use of a Cloudshift or Ghostly Flicker brings creatures back as entirely new permanents, so that would lead me to assume that a tapped creature would return untapped.
A question of a combo idea... If Tree of Redemption is flickered, would it return back as a 0/13 even if it was a 0/2 before flickering? If not, at 20 life, use the tree, increase it's toughness (no card inserted here), flicker it, and then use the tap ability again to get more than 20 life???

Like metalmagic said, it's a brand new object, different from what it was before. Flickering Tree of Redemption will give you a fresh 0/13 Tree (which will also have summoning sickness, since you haven't controlled it continuously since the beginning of your most recent turn).

They would indeed. Unless your opponent controlled something like an Urabrask the Hidden , or it was a card:Geralf's Messenger. But yes. When anything leaves the battlefield and reenters, is has no memory of any previous affiliations it had with other cards or the board state, and it must make new acquaintances. It is treated as a new permanent and as if it were just played.
