Does blinking affect removal?

Just a quick question:

If my opponent plays Hero's Downfall on my Snapcaster Mage, but I flash Restoration Angel and target the Mage, will it still be targeted by the Hero's Downfall after Restoration Angel's effect ends?

When an object moves zones, in this case from the battlefield to exile to the battlefield again, it becomes a new object with no connections to any previous versions of it. The Downfall would be targeting a version of the Mage that's not there anymore, so it would resolve and do nothing.

Small nitpick that doesn't matter in this case but does if a spell has any effect in addition to the targeted portion. If all targets of a spell are illegal when the spell would resolve the spell is countered by the rules of the game ("fizzles") and does not resolve.
