Do I HAVE to use Mizzix of the Izmagnus exp counter reduction?

Lets say I have 5 experience counters. If my opponent has a such as Dovescape, can I use Boseiju, Who Shelters All to make something such as a Temporal Fissure uncounterable so I can remove the Dovescape, or is this not possible due to the Fissure only costing 1 blue due to the reduction cost from Mizzix of the Izmagnus?

You do have to use the discount from Mizzix. If she said some like "Instants and sorceries cost up to for each experience counter..." Then you could choose your discount.
That said in the example that you gave, the storm trigger on Temporal Fissure still resolves, and you get copies of Fissure provided the storm count is at least 1 when you cast it.

Since Boseiju requires you to spend that mana on the spell to make it uncounterable, and the cost reduction on Mizzix is not optional, there is no way to make the spell uncounterable. However, with Storm on Fissure, any storm copies will not be countered, since they are simply added to the stack. The original spell will be countered, but none of the copies will be.
