Do all copied spells count as spells cast?

If a card (Riku of Two Reflections for example) allows you to copy a spell, does that spell count as cast? I ask because I had seen some cards specifically read that you copy a spell and then cast the copy, whereas others just tell you to copy the spell.

No. The copy is only cast if the effect specifically says cast.

The distinction is the zone of the original card. If the original card is a spell (i.e. it's on the stack), then the copy is merely created on the stack. If the original card is in another zone, then the copy is usually created and cast.

A spell that is copied is not being cast unless the card/ability specifically says to cast the copy. A prime example is Twincast and Harrow . Because Twincast says to copy the spell, the copy of Harrow isn't being cast, therefore you do not sacrifice a land for the copy.

Conversely, some cards do specify you cast copies of the card. Such as cipher spells Hands of Binding , and many spells that let you cast a series of spells from your library Epic Experiment .
