Different color mana in EDH

are you permitted to run a Cabal Coffers or Phyrexian Tower in a non black edh deck?, I do understand the mana would filter to colorless.

No, The cards that are allowed to be in an EDH deck are determined by color identity. Color identity is the color of all mana symbols in the casting cost; ability costs and effects; and any color indicator or color setting static ability.

Both Cabal Coffers and Phyrexian Tower have in their ability effects. They are excluded for the same reason you can not run lands with off color basic types and you can not run Noble Hierarch in anything that doesn't include all 3 of .

No. You are only able to run cards whose color identity is within your commander's. A card's color identity is determined by the mana cost and any colored mana symbols in the card's rules text. So both Cabal Coffers and Phyrexian Tower both have a black color identity and cannot be played in non black EDH decks.
