Death's Shadow Ruling

In the latest ruling for Death's Shadow from 7/14/2017 "If your life total is negative, X is considered to be 0. (This is a change from previous rulings.)" Does this also mean that Death's Shadow P/T will only go to 0/0 i.e. if you have say 20 life when you cast it? I'm wondering because then you could cast him as a 0/0 if you had some other effect giving creatures a boost like Bad Moon or does the P/T drop below zero?

No, it means to opposite of that. It means when your life is negative 20 he's a 13/13, not a 33/33.

The ruling that changed essentially changed to say that -X/-X effects can never result in a positive value change.

Creatures can still have negative values for their Power and/or Toughness.

Also, this rule was mostly implemented to prevent unintended stuff from happening. It makes a lot of interactions easier and more intuitive.
As far as Death's Shadow goes, the only thing it prevents is that it can't get bigger than 13/13 if you have a negative life total (thanks to Phyrexian Unlife or so).
