Does Curse of Death's Hold affect a creature, like Ward Sliver, if it has protection of the color? Or is it considered a general rule for the player?

Curse of Death's Hold impacts the player and has a static effect on all creatures that player controls. It's a new rule for the player, as you put it.
In any case, protection from a colour only prevents anything of that colour from blocking, targeting, dealing damage to, or enchanting the permanent that's protected. So while a Ward Sliver with protection from black couldn't be enchanted with a Crippling Blight, it can still be effected and even killed by spells like Toxic Deluge (because they don't target it, deal damage to it, etc.).
