Circuitous Route gets how many total lands

Am I reading Circuitous Route incorrectly? It seems to say that you can get 2 basic lands cards and 2 Gates cards for a total of 4 cards. Is that right?
The use of "up to" and "and/or" means that it's some combination of basics and Gates that totals to two or fewer lands. "Up to" means you don't have to get two total; you can get one or none instead. "And/or" is what lets you mix-and-match the basics and Gates.
If you were intended to get up to two of each, the card would've been worded, "Search your library for up to two basic land cards and/or up to two Gate cards," to clarify that each can go up to two. Or possibly written modally, so it would read "Choose one or both:" with a mode for up to two basics and a mode for up to two Gates.

Also, if it was up to two of each it would be "Search your library for up to two basic land cards and up to two Gate cards," the 'or' would be unnecessary as seaching for zero gates qualifies as up to two gates, if you deck only has the basics.

Circuitous Route
You get up to two lands total. So, you can get (a) two Gates; (b) two basics; (c) one Gate, one basic; (d) one Gate; (e) one Basic; and (f) no lands and four wasted mana.
