Can you put a stickers on a permanent with protection (do they target)?

Casting Command Performance, can i put a Geek Lotus Warrior on a Progenitus? What about an Argothian Enchantress(Shroud) or Karmic Guide(Protection from black).
You can place a sticker on all of those.
Protection prevents DEBT (Damage, Enchant/Equip, Blocks, Targets), and Shroud prevents players from targeting.
123.3: "If an effect instructs a player to put a sticker on an object, that player chooses a sticker that is not currently on any objects they own from among the stickers they have access to and puts it on that object."
Since neither Command Performance's sticker placement, nor the rules for stickers include the word 'target', all of the listed cards are indeed legal targets for receiving a sticker.

edit: I said "all the of the listed cards are indeed legal targets".
It should be something more along the lines of "all of the listed cards can have a sticker placed on them"
