Can You Proliferate Time Counters?

Well let's say that I have Atraxa, Praetors' Voice out and they suspend something with Jhoira of the Ghitu, let's say Ulamog, the Infinite Gyre. At the end of my turn, when I proliferate, could I add a time counter?

If Ulamog, the Infinite Gyre is suspended, he is in exile and therefore not a permanent. You can only Proliferate on permanents or players. A suspended card is neither.

No. Proliferate can only affect permanents or players. A permanent is an object on the battlefield. Cards in exile, the graveyard, and the command zone can't be affected by proliferate.

You could, however, proliferate to add a time counter to a Calciderm on the battlefield.

You cannot proliferate on a suspended card. Proliferate only affects permanents and/or players, not cards in exile.
