Can you avoid Winter Orb's effect with Pacification Array?

Well, I'm playing a Five Color EDH Stax deck and I want to make it so that I can untap all my lands with Winter Orb and still affect my opponents. Can I tap the Winter Orb on their turn with Pacification Array so that, on my upkeep I still untap all my lands?

Ruling taken from Winter Orb's Gatherer page

6/8/2016 All permanents untap during a players untap step at once. If Winter Orb is tapped as your untap step begins, your lands will all untap.

There's a lot of synergy when it comes to "untapped matters" like Howling Mine, Blinkmoth Urn, and Winter Orb. It's smart to have ways to tap it when you want it tapped so the opponents don't get the bonus or you don't get the minus.

You're absolutely right. I'm glad I got this info you early, I only got my Winter Orb a week ago. Do you think Pacification Array is the best thing to achieve this tapping synergy?

you recently got a mechanic around this. Whir of invention can tap it, inspiring statuary is not bad, etc
