Can spells be countered if they weren't cast?

I'm talking about such cases of Quicksilver Amulet Elvish Piper Master Transmuter and other such cards that I might not know about. Such that if you use one of them to place something onto the field, since what you're bringing onto the field isn't being cast can it be countered?

No, if you "put permanant into play" it is never considered cast, and it is never even actually a spell.

cards are only considered spells when they're on the stack, and in your case, it's Quicksilver Amulet 's ability that's on the stack.

You can counter the ability with Stifle , but they don't have to select a creature until the ability resolves, so all Stifle would do is set them back a turn and mana.(they wouldn't lose the creature card)

No. A card only becomes a spell if it is cast. If it is not a spell, it cannot be countered (at least by things that counter spells, you could use Stifle to counter the ability). You cannot counter cards put onto the battlefield with the above abilities.
